Boss We Need A Video Conference

I wonder should I suggest my new boss to have a MegaMeeting video conferencing with me or not now. We are keeping in touch by telephone daily now. Sometimes I felt like not enough time to discuss and get him makes a decision on the spot. He always sounds rushing in the call and I am feeling not so good to continue my talk sometime. I do not really know he is really not free or just all is my thought only. Maybe a video conference could really let me know his situation and get him make decision on the spot.
